, megan's law and the man who tortured and killed her, his parents tried to get help for him and they couldn't. and a lot of this goes back to the 1980's, when we looked at rights for the mentally ill and i believe they should have rights to refuse treatment, but if you suffer from an illness -- i'll give you example, most of the mentally ills do not pose a hazard to people but certain elements do. and you cannot make these people take their medication and then we shut down the institutions and put people out in the street for community care. and these are the types of people that when they get into delusions, they are not going to come in and seek that care. so you have problems. you also have problems -- the school shooting in newtown is terrible, but i would like to know what went on in that home. what went on with mr. lanza and his mother? there's not enough information out there yet. and we're going off proposing this ban and that ban and whatever, all i see is that mental illness and care for the mentally ill seems to be getting short changed. the other point i'm concer

for the tough laws. what is his agenda, both in the house and in the senate? >> right. he needs to get the votes to pass in the congress. obviously. so he is trying to change the equation, trying to build up pressure on congress men and women, and the one thing they respond to this pressure from their voters. they are actually quite accessible for their voters, so barack obama has called upon voters to call their congress people and say that it is important to ban assault weapons, for example. he has done that before -- for example, for the fiscal cliff just a couple of weeks ago. it has worked before. the other way he wants to build up pressure is by organizing this push for new laws, like a campaign with the money, the ads, and the whole machinery he used for his reelection to put more pressure, more power in this push. that is usually not the way to do it, but obviously, the traditional method of just negotiating is not working here. >> this new strategy -- will it have an impact on america's thinking about guns? just how divided the nation on this right now? >> probably the campaign itself,

has just signed new laws restricting gun sales. how much to you expect to encounter resistance from the gun lobby? >> there is a difference between restricting and making sure that only the right people have access to these firearms. that is why background checks can be extremely important. virginia has gone backwards. we had a limitation on the number of firearms you goodbye to one gun a month. that was the law for almost 20 years -- could buy two one gun a month. that was the law for 20 years and it was repealed last year. i think background checks for criminal records, making sure mental health records are available, have that in the database and deny access to firearms. >> what about broader restrictions? you will be up against the national rifle association, no particular friend of yours. they are not going to be happy with any kind of restrictions on gun sales because they are lobbying for the gun industry and their profits. >> there is a difference between limitations on purchases and limitations on who can purchase. there is beginning to be a consensus that those who are ine
